Jeff Guldner is Vice President of Rates and Regulation for Arizona Public Service Company (APS) as well as the Chief Compliance Officer of the company for FERC Standards of Conduct. Mr. Guldner joined APS in 2004.  Prior to that, he was a partner in the Phoenix, Arizona office of Snell & Wilmer LLP, where he practiced energy and public utilities law.  His practice focused primarily on electric utility rate and regulatory matters, including rate cases, power plant and transmission line siting, complex energy project finance, and utility mergers.  Mr. Guldner also served on active duty as a Surface Warfare Officer in the United States Navy.  He received his JD, magna cum laude, from Arizona State University and his BA from the University of Iowa.
